Ingredient list checker according to the European Commission Glossary (¹) Art. 33 of Regulation (EC) n°1223/2009
¹Decision (EU) n° 2022/677 of March 31, 2022 establishing a glossary of common ingredient names to be used for the labeling of cosmetic products
Objective: To check the conformity of INCI lists according to glossary names, and if the substance is present in the annexes to the cosmetics regulation, to be able to read and understand the associated requirements.
Since its publication, the glossary has been the binding European text for INCI names, and must be used first and foremost to indicate substances in the list of ingredients.
In application of article 19.6 of regulation (EC) n°1223/2009, in the case of an ingredient not listed in the glossary, the proposed correction may prove unsuccessful and should be verified by you (use of a generally accepted nomenclature: chemical name, botanical name, CTFA, etc.).
Directions for use :
- You can copy/paste your INCI list in Excel format OR enter one or more ingredients manually, separating each ingredient with a line break.
- Start the search by clicking on “Send”.
- Click on “Propose one or more possible corrections” to view the proposals. Click on the proposal to see whether or not it is included in the appendices.

⚠ This tool indicates the regulatory status of substances as an indication, but cannot replace an exhaustive verification of the formula’s compliance by the Responsible Person and the safety assessor.
Particularly in the case of compounds of substances / derivatives of substances / salts of substances / isomers of substances… as the annexes to the cosmetics regulation do not exhaustively identify the ingredients concerned, the tool provides a non-exhaustive list, which cannot be used to define their exact regulatory status. Particular attention must be paid to these substances.
